The paperwork inside this set actually says it will work fine for flat/glass top stoves, it just warns the cooker not to allow the pots or pans to cook to a dry boil because the cooktop surface can become permanently damaged. Basically, watch what you're cooking and do not leave unattended. (-:

answer 2
From what I have seen no. I myself use plastic or wooden utensils on them but when my sister used them to make dinner one night she did not and I can not find any signs that she used a metal spoon and spatula on them. And she is not careful with anything so I'd say that it would take a whole lot to scratch them.

Question

I have a new ceremic top stove are these good for this?

with the ceremic stove tops I understand that you have to have a certain type or quality of pans that is thicker and distributes the heat evenly, I don't see anything about this with the Paula Dean cookware.

These pans are not flimsy and in the specs on the pans it says safe to use on ceramic stovetops. I have not had any issues using them on my ceramic stove.

Reads that overheating/ boil dry can lead to the cookware fusing to the glasstop. If it does the stovetop will need to be replaced, and they are not responsible. Also says they recommend stainless steel, and that the sliding the cookware could scratch a glasstop stove.
