Most toddler beds are for kids around 2-5 years old. The size and maturity of the kid is important. They should be able to climb in and out safely, but not be too big for the bed's size and weight restrictions.
My twins were about 2 1/2 when I put them in toddler beds. My big concern was that I'd put them in bed, and they'd get out. And they do. But their room is safe. They play a while, then get back in bed and go to sleep.
The really cool thing about toddler beds is that you use the crib mattress that you already have! And when they have potty-training accidents, the mattress is water-proof!
