It's shut off for some reason. It won't get any better.
The only way to "reset" it is to unplug it.
Having only had it for 2 months, I'd take it back, get a credit and buy a different brand.

Probably a manufacturer's defect
Might be the automatic shut-off. Try looking at the instructions and see if it refers to this.
A: The flashing green button means the unit is in 'Standby Mode,' and it will not heat in this mode. To reset the heating pad we recommend unplugging it from the outlet, ensuring it is not being used in an extension cord, power strip, or surge protector, and allowing it to sit for at least five minutes. After this you should be able to plug the heating pad back in and use it normally.
