If you haven't done this, try taking the thread coming out of the bobbin case, hold it and give it a little shake. Your bobbin should drop, but very little. If it does that then try a practice sewing run and see if the tension is okay. If the bobbin drops a lot, almost like a yo-yo, then it's way too loose.
Usually tightening the screen shown on page 15 of the 2263 manual to the right will tighten bobbin case tension. It's unusual to need to tighten bobbin case tension unless you're using some type of specialty thread or technique.
Over tightening the bobbin tension will cause puckering. It's much better to lower the needle tension.
