Does this crib include a toddler conversion gaurd rail? I don't see one pictured, but the Espresso version q&a says that it does.

Yes this crib comes with a toddler bed safety rail. Converts from crib to a daybed, toddler bed and full-size bed; metal bed rails for full-size bed sold separately

Yes it does. once the front of crib is taken off there is a bed rail to replace it to make the bed sturdy and a short toddler rail attaches to that on either side you want it on. the toddler rail is about a foot and a half long.

It looks like the front railing is very low to the ground, could I get a measurement of how high off the ground it is?

I am wondering if there is room to slide storage boxes in and out from under the crib.

No, it's very low. Maybe a couple inches off the ground in the front.

It is 3" from the ground, which is probably too low to fit any storage boxes underneath the crib.

JPMA certified?

in the description of this crib it states it is JPMA certified, however, on the JPMA website the Tuscany style is not listed as certified under the Storkcraft crib.

The matching black glider/ottoman state the finish is non-toxic but I do not see this listed under the crib.

The limiting factor for using the crib is not weight, but height. The maximum height for a child to use a crib is 35".
