what is voice over IP yearly phone services

Is there a monthly charge? If so what is it? Is this price of $19.95 just for the first year or is this price always? Can I use my old phone number or will I get a new phone number? Do I have to have Internet in order for the 'MagicJack to work. I have 'time warner cable for now thinking about goin to 'directv' services for my internet not sure yet.
