Yes it is removable. Its held on by 3-4 screws/bolts that can easily be removed.

According to the manual it says PACIFIC CYCLE is the maker.

My daughter is about that size and it fits her fine... we adjusted the seat down a little. Good thing there are adjustments!! I hope you enjoy it as much as my little girl does!!!

Not knowing where you are makes it difficult to answer this question but I live in a very small town in colorado and I did site to store. Shipping was free and it is up to your particular walmart as to if they will assemble it. Never hurts to ask!!!

I'm wondering if the doll carrier seat has a seatbelt, so the doll won't fall out, and if so, is it one that buckles or the "D-ring" kind where you have to thread the strap through the loops?

It actually does have a seatbelt and it is velcro. I have approx. a 12" doll in it now and it fits perfectly.

The seat does raise. I am not sure how high it raises exactly, but at least 3 inches.
