This is how I bought it. You have to go to a walmart store though and buy one on display. I would recommend buying ones that are displayed higher as they are not ridin around and messed with all the time like the ones on the floor level.

There is one bolt on the top of the handlebars that allow up and down adjustments of about 2".
Then there is a bolt on the front of the handlebars that allow you to twist the handlebars towards you or away from you.

Not tubeless, you'll need to put air in the tubes now and then.

answer 2
Tires on this bike seem to be on the cheaper side but for a ~$100 bike, it's fine. I have to pump them up frequently but i ride twice a day commuting and the tires expierence massive temp swings.

Conclusion: Tires are cheap. Not tubeless. The $15.00 micro pump that I bought mounts on my frame negates any "cheapness" of the tires. And you should own one anyway.
