Need a drivers permit? Probably not. Most states don't require a driver's license for electric bikes that have a top speed under 20mph and a power-rating under 740 Watts.
In California, the Department of Motor Vehicles has a driver's handbook with a page on this question that gives the latest numbers, laws, and information.
At 450W, 12 mph, this bike is well under those limits. Keep in mind that 450 Watts is a lot more than a half-horsepower, and more than a cyclist with strong legs can pump-out. Also keep in mind that 12 mph is about as fast as you would normally want to cruise on a comfort-bike like this one. Above 20mph, one needs to be very alert, quick, and responsive.

I don't believe you would need a drivers license for this, I would check with your local BMV though just to make sure. I'm pretty sure because the motor is so small it isn't classified as needing a license.

Question

is this bike hard to pedal, and can you use it for mountain biking

answer 1
It has gears like a regular bike so it is not bad to pedal. It is not really made for mountain biking because you need to avoid rugged terrain for the battery. In addition, repairing a back tire would not be fun on a trail.

it is a bit hard to pedal just on your own but the (PAS)pedal assist mode is great.this bike i believe is more designed for flat path riding..it climbs a hill very well but not up and down continious

I use mine on a very steep hill, and with the motor on, it was a breeze going up the hills..

answer 4
It's not like it's a one-speed, but it still weighs a ton. You CAN pedal it without the electric assist, but it's sluggish and not a lot of fun. The tires it comes with aren't really aggressive enough for off-road, and they're a pain to replace. I wouldn't take it on anything more rugged than a park path.

It's not hard to pedal but I think the tires would need changing for mountain biking. Also it's very heavy so I don't know if that would make a difference or not.

answer 6
I wouldn't suggest using it for mountain biking. The battery pack and accessories make it very heavy. The shipping weight listed on here is 89lbs. I believe it is a nice cruiser bicycle.

Front tire, seat, and handle bars, and adjust front brakes, as well as put air in the tires. Takes about 1 hours if you are used to putting these types of things together, otherwise a few hours, as you will want to read the book first and get familier with the parts.

answer 4
While you are pedaling with the motor doing all the work it isn't much of a workout. However, using pedal assist is still a workout for your legs. When you ride it as a plain bike, it is a great workout. So to answer your question-Yes. In fact you can decide what kind of workout you want and adjust accordingly.

Question

Can I add a basket for carrying things?

I went with saddlebags and a cargo net over the back rack. Two things though: First, get the optional second battery. The bike is much better balanced and easier to steer that way, especially with cargo. Second, if you go for saddlebags, make sure they're wide enough or flexible enough to go over the rack and batteries. I got a cheap set that did the trick, and had bungees on the bottom I could hook underneath the batteries. I also haul a two kid bike trailer, so depending on how much you need to carry you could probably hook up a cargo trailer.

This bike is not heavy at all. I was surprised myself when I got mine. You could put a basket on front or like I did buy a 12X8x10" zipper cooler to put things in. I use 2 stretch cords to hold on the back rack. My battery still slips in and out easily. Hope this helps your question

replacement batterys cost around 100.00 you can leave one at the house charged up, but I would not put both on the bike at once because they weigh a lot and you can bend the frame if you hit a good pot hole or curb
