GSM phones use a SIM (suscriber information module) card to identify the phone on the network. When you buy a phone from a service provider, such as AT&T or TMobile, the phone will be "locked" to their network, that is if you insert another carrier's SIM card, the phone will reject it and will not allow calls (except perhaps to 911 and customer service) or data transfer. An unlocked phone however will accept a SIM card from any provider.

Unlocked cellphones, also means opened line, that it may be used under any carrier that uses SIM card. There is no activation required. If your current phone has SIM card, you just pop that into this phone and it's all good to go.

Subsidized phones (e.g., $0.01 with 2-year contract) come with a SIM card for a specific carrier and are usually "locked" so they won't accept a card from a different service provider.
Unlocked phones don't have this restriction. To activate, you will need to purchase a SIM card for the provider you wish to use. Note that you would need to select a carrier and service that supports the GSM/GPRS/EDGE/HSDPA specs listed above to use those features. I would recommend going to a Verizon/AT&T/T-Mobile store (or one that offers multiple carriers, but specializes in cellular services and products).
An unlocked phone is also a good option if you already have compatible service but want a new phone- in most cases, you can just pop the SIM card out of your existing phone and into the new unlocked phone.

This is a GSM (Global System for Mobile) phone. PCS Metro uses CDMA (Code Division Multiple Access) technology. No, this phone will not work for your PCS Metro contract.

The term "jailbroke" applies to iPhones only. Android phones are however wide open to all sorts of hacking with the right tools. Google "xda-developers"
