Ask a bike shop.
If the tires are all that's wrong with your Genesis product you're lucky. If tires are to hard to come by, return it to Walmart quickly, before you're out a few hundred more for the tires and the repairs it likely needs.

Also, sluggish can be a brake rubbing (they come from the factory defective#, or perhaps the chainguard rubbing the chain, or dirt in the derailleur, or a defective derailleur #very costly and not unlikely given the shoddy manufacturing). Maybe other things, but those should be checked first. Welcome to the money pit.
