Yes, it is effective on carpets. I have had the older model for 8 years. It works great. It has been used in three different residences on three different carpet types, Berber, a normal plush carpet and frizzy carpet. It picks up the most of any other vacuum I have ever used! Yes that means I have to empty it a lot, but who cares when I see everything I have picked up.
When we moved into our house you could tell they had vacuumed the carpets before they left and they looked great. I still vacuumed them again before we moved anything in and was amazed that I was still getting things out of the carpet. It was the same way in our old apartment. They cleaned the carpets by shaking powder in them and steaming it. The whole two years I lived there I would continue to get that powder residue out of the carpets! I knew the carpet was really old and had been cleaned a lot but I didn't think it was that old.
As far as the hair... We have two dogs, one with long fine hair and one with short thick hair. It picks up both types quite well. It also picks up my long hair.
I think the most important thing to remember with this vacuum is that you need to watch your canister to make sure it doesn't get too full. As soon as things stop spinning around in it shut the vacuum down and empty it. I have over heated mine before by not doing so. Also, make sure you do regular maintenance on it. Clean your filter out, we use an air compressor or just knock it out very gently outside to dislodge some of the larger dust accumulations. Make sure that every once and a while you rinse it and let it dry fully before trying to use it. Finally make sure you replace your filters on a regular basis. Especially if you have allergies or pets. This keeps the vacuum working at its best.
If you're really obsessive or have long hair like me it is great to every once and a while flip the vacuum over (once shut off and unplugged) and remove the hair build up from around the brushes and the edges where the brushes are attached. It works great to use a scissor for this and if there is a lot of hair built up you will see a huge change in your vacuums performance once done.

This does an AMAZING job on carpets (and furniture as well)! I used it last night and walking on the carpeting barefoot it felt like I had just shampooed them...all I did was vacuum with this unit. Its great!
