My son is also almost 41" tall and he uses a 12" He can still ride his 10" too. I think a 16" would be too frustrating for him, especially if it is his 1st bike.

Question
Kids' Bikes: Do you measure the size of the bike by the wheel rim or the entire diameter of the tire?
For example, on a 12" or 16" bike: Is that the diameter of the rim only or the diameter of the rim plus the tire?

I've worked for bike shops and repaired and assembled many bikes. It should be the diameter of the rim.

answer 2
It is by the entire diameter of the tire. When I took the tape measure to the 12 inch bike I purchased, it is exactly 12 inches from the ground to the top of the tire.

I do not know of any boys bikes with removeable bars. This rock it bike 12" will work for your grandson as long as he is 36" tall and wearing a 2T. It is very sturdy with no wobble, he will be able to reach the peddles, he may not be able to reach the ground with his feet but it isn't necessary. At 3, he will be riding a bike with assistance and constant supervision. He may need help mounting and dismounting from this bike. Also, the reflector on the seat can be removed bringing the seat height down to about 17".
