Base speed is approx:2.5 mph and if you connect the turbo speed it kicks in to a whopping (approx:5mph).
I don't recall reading about a height, but it does state max 65# And my opinion is the level of smarts & listening a child displays would govern the age issue and #1, is the parent going to supervise the entire time they are using it. I just bought one and my 3yr. old Grandson uses it with the helmet I bought him, and after days of watching him and teaching him, I connected the turbo speed. And I'm out there watching the entire time.
