The remote signal will not pass through the optical cable from the TV to the Audio Bar, and the audo signal with an optical cable won't allow for volume. (Analog would allow for volume increase or decrease, but digital optical does not allow for volume change, and relies on the attached device for that). So the Audio Bar's remote control would be the main volume controller.
The best way to control the volume of your Audio Bar is to see if your remote has a code to control the Audio Bar or Samsung Audio Products. Unfortunately, we can't determine if certain boxes will have all of the codes for a particular model, so you would have to ask Dish if your box supports Samsung audio devices.
Dish would also be able to assist you in setting that up.
If that isn't possible with your Dish box or remote and you want a "one remote solution" for controlling all of your devices, you might consider a universal remote control - like the Logitech Harmony models - that will support multiple models from multiple manufacturers.
