Can the foot rest portion of this chair be raised without reclining the chair back?

The foot rest portion of the chair is raised or lowered by using your hand to pull it up and then the rachet mechanism either raises it to the next level or brings it all the way down. So it can be adjusted without reclining the chair back. Just awkard to use if you are sitting in the chair and try to adjust.
