I purchased it at walmart and was wondering where to go to get help. Loops

If you are having looping on the top of the fabric, this generally means that there is an issue in the bobbin area. Please check the bobbin and make sure it is well wound. It should be installed in the bobbin case so that it turns counter-clockwise in the bobbin case. Also, clean the bobbin area of any excess thread and lint. Change the needle making sure to use a 14 needle.

Your thread isn't threaded properly. I know it sounds condescending but I had to deal with this too. Check to be sure you have a fresh needle the right size for your fabric. Use a pipe cleaner to brush out all the fuzz. Pay attention to your thread making sure it passes between those two tight metal plates on the top far right before bringing it down to the front. The best thread I have found is coats and coats all purpose. Clean out your bobbin area. Set the tension back to 4 and try again with scrap fabric. It's unlikely that it is the machine. You just need to get to know it.
I believe the bobbin tension needs to be adjusted. I had that problem as well on my singer, and changing the bobbin tension fixed the problem.
