The tablet has no controls and software controls for Androids can't fully control access.
While your child is at home you can control his/her web access a wireless routers by enabling MAC Address filtering on your wireless router. Once turned on it'll control all wireless devices so realize you'll need to enter MACs of all your tablets, PCs, TVs, cell phones, MP3 players, home security systems, etc etc etc what have you.
For example my Linksys WRT110 router (very inexpensive, purchased from Walmart) has settings to limit time of day to access, limit websites by keywords and by actual address and by applications like web browsers.
So log in in to your router security at http://192.168.1.1 and see if you have a 'restricted access' software included. Consider emailing manufacturers technical support and explain what you want to do, they'll give you tips.

You can download an app like "Kids Place - Parental Control" from the Google Play store. It works pretty well, and only allows your child to use the apps you want them to.
