No, the top shelf is not adjustable, other than it can be removed. It rests on, and inside, two u-shaped metal brackets, which are spot-welded to the sides.

I made a new shelf. See my (long) review in a few days, hopefully.

Yeah there's two holes predrilled on the floor of the safe, under the mat and 2 on the back, one of which is under the mat
