This would be perfect for a 3 year old!! It is extremely lightweight and the telescoping handle allows for the handle to be pushed all the way down. That would be the perfect height for your little one. I am a Montessori teacher, and I am actually considering buying another one of these for my classroom. My 3-6 year olds would find this perfect!

The filter is washable, but does need to be replaced every few months according to the instructions depending on how much you use the Vac, how big and how dirty your place is.

No unless u want pick it up the stairs. It dont vaccum carpet floors so it wont pick up anything on your stairs.

No it plugs into the wall. The only thing that will need replaced is the filter every couple weeks. depending on how much you use it.

Yes it can be used on hard floors, however, it tends to blow the dirt or pet fur around a little so you really have to make sure you come at it at the right angle.

About 10 inches, no light, don't know how much it weighs but it's fairly light and easily carried up stairs.
