No, boosters are not designed for children that young. Not only is height and weight a factor, but also age and maturity.

I know it seems expensive, but PLEASE put your children under 5 in a full car seat!

the recommended age for a booster seat starts at 4yrs and 40lbs, but it is best to keep your child harnessed as long as possible.
None of my kids started using boosters until age 5-6yrs old... and that was on a spare seat basis.

I wouldn't, I bought it for my 7 year old grandaughter who isn't very big.
