Yes there is a cover, but Presto advises not to use when frying french fries or other high moisture food.

Does the sides get hot??
Since this is a stainless steel deep fryer, does the heat from the oil transfer out onto the outsides of the fryer?? I don't mind of if the sides get warm but I'm worried that the outside of the fryer will be burning hot. thanks

No it does not get hot, there is an inner container that holds the oil and is separsted from the outside stainless shell.

Yes it does. It takes exactly one gallon of oil to fill it to the Max line

Yes the heating coil goes in first and then pour the oil in.

Unit does have a Lid no filter material just a metal screen. They reccomend not to use when frying things that will boil up such as frozen fries, frozen seafood etc.

I got mine on line at Walmart. Who by the way had the best price including shipping and taxes for my state. Also they shipped very quick, had the unit in about 4 days from ordering time.
