Yes, the seat frame has 5 holes. You can adjust it by hand, no tools.

It is really not difficult to assemble. follow the instructions and you're done in about 4 steps.

Dont know what the official weight limit is but it held me when I stood on it. (260 lbs.) So I suspect it'll hold my toddler just fine.

i bought this for my 2yr old niece (the pink one) and she cant reach the pedals i also have a 3yr old son whos about 38in tall and he can use it perfectly so it really all depends on how tall your child is . Unless you dont mind your child pushing the bike with feet on ground then it doesnt really matter
