If I remember correctly the Collector's Edition comes with a plumbob USB drive, a free European Sports car download, and I think a poster and/or song download. Check the item specs to see what's included.

You should be able to do it anywhere. If you want a big shindig go to the phone and select "throw party" if you want it at home or "throw party at..." if you want it at another lot. Once you're ready to get married, you need to do positive interactions with the other Sim until the option pops up (unlike previous games, once you "unlock" a social interaction it doesn't always stay available, you have to do other smaller actions to build up to it). If you have a shy or loner Sim they get the option of throwing a "private wedding," but I've never had one so I'm not sure if it's confined to your home lot.
